On 1 June 2026, an International PNT Resilience Workshop<\/a><\/strong> [RL1.1]was held in Budapest with the support of NAVISP. The event was organised by the Budapest University of Technology and Economics and the Hungarian Ministry for National Economics. It brought together leading experts who shared insights into their respective countries\u2019 activities and experiences in the field of PNT resilience.<\/p>\n\n\n\n

The workshop opened with a presentation from NAVISP, highlighting the programme\u2019s strong alignment with PNT resilience objectives. Its structure enables a comprehensive approach, addressing innovation, market opportunities, and institutional public service requirements. Within Element 1, NAVISP\u2019s ESA-driven innovation component, significant progress has been made in research and development of novel sensors to complement GNSS, as well as receiver functionalities designed to mitigate jamming and spoofing. In Element 2, the industry-driven component, nearly half of the projects focus on developing more resilient PNT products and services, reflecting strong market interest. Meanwhile, the majority of Element 3 projects, driven by institutional needs, address mechanisms to protect or augment GNSS, including pilot systems for ground-based GNSS interference monitoring and support to eLoran as a complementary terrestrial PNT solution.<\/p>\n\n\n\n

Integricom Hungary provided a historical overview of PNT resilience, outlining its evolution from early aviation-focused indicators of integrity and continuity to current, more stringent requirements involving robust operation in the presence of faults, outages, and deliberate attacks.<\/p>\n\n\n\n

The UK Royal Institute of Navigation (RIN) presented a comprehensive overview of UK activities in resilient PNT, with emphasis on the work of the UK National PNT Office, as well as awareness and outreach initiatives. Key challenges were identified, including the widespread reliance on unauthenticated signals, limited understanding of vulnerabilities across diverse GNSS receiver types, and gaps in standards and regulatory frameworks\u2014particularly in critical applications.<\/p>\n\n\n\n

The Finnish Geodetic Institute showcased its activities in monitoring GNSS interference through both ground-based and airborne platforms, alongside research into complementary solutions such as visual navigation.<\/p>\n\n\n\n

The Hungarian National Media and Infocommunications Authority (NMHH) presented its role in investigating GNSS interference incidents. While currently operating as an implicit PNT resilience actor using general-purpose equipment, NMHH highlighted the need for a dedicated nationwide PNT monitoring network to support a more explicit operational role. The importance of mapping PNT dependencies in critical sectors and developing contingency plans, similar to UK practices, was also underlined. A series of short- and medium-term measures were proposed to strengthen NMHH\u2019s contribution to national PNT resilience.<\/p>\n\n\n\n

The National Institute of Telecommunications of Poland presented results from a NAVISP-supported project to develop a real-time GNSS monitoring system. A pilot with limited geographical coverage has demonstrated the capability to detect interference, including low-power signals, at considerable distances. Future steps include expanding coverage and enhancing system capabilities, such as interference classification.<\/p>\n\n\n\n

The Norwegian Space Agency highlighted the unique opportunities provided by the annual Jammertest campaigns in Norway, which enable testing of GNSS equipment resilience under live interference and spoofing conditions. The sharing of campaign results contributes significantly to raising awareness and improving preparedness among public and private stakeholders.<\/p>\n\n\n\n

GMV Romania presented outcomes from the NAVISP project RIPTIDE, which demonstrated the use of VDES-R as an alternative PNT solution for coastal areas in the absence of GNSS. Plans were also outlined for the establishment of a Black Sea testbed facility to assess PNT resilience in a region experiencing frequent GNSS interference due to the current geopolitical situation.<\/p>\n\n\n\n

The Budapest University of Technology and Economics emphasised the criticality of GNSS interference in aviation, particularly the need for systematic monitoring at airports. A demonstration by Emerson\/NI further illustrated the importance of precise timing and synchronisation in advanced instrumentation used for radio-frequency interference monitoring and analysis.<\/p>\n\n\n\n

The workshop concluded with a panel discussion addressing the role of international cooperation and regulatory frameworks in strengthening PNT resilience. There was broad consensus on the importance of international collaboration, particularly in developing standards for interference monitoring and resilience classification of GNSS receivers. Participants also agreed on the need for appropriate regulation to ensure the responsible use of PNT in critical sectors, and recognised the valuable role that national PNT offices can play in achieving these objectives.<\/p>\n\n\n\n
